Why do people allow themselves to be scammed?

The amounts of money being gathered by latest scam, whose front is a religious group is staggering:  P50 billion in all by their reckoning, cash flow of P100 million daily in some branches.  That it happened in the island group of current head of state suggests that the group rode on the power and influence of the head of state.

For this group, why are they able to get this much following:

1.  They may have represented themselves that they are malakas to the very popular President who hails from the same island;

2.  Their offer which is too good to be true is being fulfilled. The cash inflow matches their outflow (the payment of love offerings -  the interest)  But this simply a case of Juan's money (the newer victims) will be used to pay the interest of earlier investors Pedro

3. That their mission of making the poor richer is taking place

Well scams will continue for as long as there are people who will take advantage of others, people who are intelligent, who have charisma and gift of the gab, who will use their gifts to steal and make themselves rich. 

And for as long as there are victims, who are gullible, who believe everything they see in the net, and when they see that reality matches the claims.   For this group, because their interest are being paid on time, they will believe that this money making scheme is a scam.  When the money stops coming in,  the chicken will come home to roost and trouble, non payment of the interest, the earning will follow...
